Description of Duties:
Under limited supervision, analyzes user requirements, procedures, and problems to automate business processes, upgrade or modify existing systems and review system-wide capabilities, workflow, and scheduling limitations for state applications. Job duties include, but are not limited to, supervising and planning work of assigned staff; analyzing cost effectiveness of automating business processes and modification of existing systems; analyzing science, engineering, business, and all other data processing problems to determine feasibility and cost effectiveness of technology solutions; coordinating and linking the computer and telecommunications systems within an organization to increase interoperability; developing and maintaining test standards relevant to the development life cycle, changing management processes and ensuring staff meets those standards; developing detailed communication plans to support the introduction of newly developed network products and services; directing,  developing, communicating, and monitoring quality assurance, and testing project work plans and schedules for the application software development; expanding or modifying systems to serve new purposes or improve workflow; integrating hardware, software applications, and network communications to develop optimal solutions for business requirements testing;  and maintaining and monitoring computer programs and systems, including the coordinating the installation of computer programs and systems.
Minimum Qualifications:
Bachelor’s degree in a related field and five (5) years of related experience OR Associate degree/vocational certificate in a related field and seven (7) years of related experience with at least two years of experience in a supervisory position/lead worker position OR One (1) year of experience as a Systems Analyst 1or equivalent position. 
Preferred Qualifications:
Preference will be given to applicants who, in addition to meeting the minimum qualifications, have four or more years of experience in one or more of the following:
• Application development using the Agile Methodology with SCRUM
• Working with customers and technical staff to gather requirements, document business cases, define scope & objectives to design systems that meet the overall business need
• Development experience using one or more of the following:  C#, ASP.NET, T-SQL, PL/SQL, PHP, JAVA, HTML, JavaScript
• Experience with one or more of the following tools/solutions: SQL Server 2005, Oracle, .Net Framework, Identity Management solutions
• Experience with quality assurance, test driven development and unit testing
• Review, analyze, and document business systems and user requirements producing deliverables such as user stories, UI mockups, workflow process diagrams, data flow / data model diagrams
• Strong communication, presentation and meeting skills
• Experience with MS Visio and Project
• Experience in quality assurance processes (i.e. test plans, test cases, and test execution (unit, system, performance, acceptance)
• Leadership experience
Pay Grade 19 – Annual salary range $52,172.55 (minimum) to $91,137.94 (maximum).  Hiring salary is commensurate with current employment and relevant education/training and work experience and available funding.  Benefit options include life, disability, dental and health insurance, annual/sick leave, and Employees’ Retirement or Teachers’ Retirement. Hiring salary dependent on current employment, training and experience.
