Description of Duties:
Under limited supervision, works with a team to design and implement educational research, planning, development, and evaluation activities for the Georgia Department of Education (GDOE) facilities division.  Duties include assisting in the coordination of  the capital outlay planning and application process; assisting in the management of  the bonding process; evaluating facilities programs and processes, making recommendations for improvements, serving as the primary manager for the Capital Outlay Planning System (COPS); interpreting laws, rules, and policies governing the facilities program and making recommendations regarding proposed revisions; assisting with the development of annual specialized statewide program budgets; assisting with the preparation and updating of local bond debt service records; establishing and maintaining appropriate spreadsheets for project reimbursement calculations, system calculations, and summary data as required by general accounting practices; analyzing and auditing incoming documentation from local school systems to assure compliance with existing laws, rules, and guidelines; preparing appropriate communications to local systems informing them of expected disbursements or shortages with rationale; consulting and cooperating with other facilities staff for budget development, bond sales, as well as disbursements; assisting field consultants and advising local systems as requested; and developing presentations for local school systems, GDOE staff, the State Board of Education, and legislators.
Minimum Qualifications:

Master’s degree in education, educational leadership, public policy or a related field or an undergraduate degree in a construction related field and three years of full-time professional experience which included developing and managing local school system facilities plans, conducting program evaluations, managing/coordinating data collection or data analysis, and/or conducting comprehensive research and preparing reports at a school, school system, Regional Educational Service Agency (RESA), federal agency, state education agency, or other state agency.  Must have strong interpersonal skills and strong computer skills, including proficiency in Microsoft Office products (Excel, Word, Access, and PowerPoint).

Preferred Qualifications:
Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following:
• Experience with the management or evaluation of public school facilities programs
• Central office, system, or district level public school administration experience
• Facility program experience at the state or local school system level
• Experience managing large budgets
• Experience with facilities planning
Salary/Benefits:
Pay grade 17 – Annual salary range $43,063.23 (minimum) to $75,523.31 (maximum) commensurate with current employment and relevant education/training and work experience, and available funding. Benefit options include life, disability, dental and health insurance, annual/sick leave, and Employees’ Retirement or Teachers’ Retirement.
