Description of Duties:
Under general supervision, provides support to the Director of Policy in the management, planning and advancement of the Policy Division of the Georgia Department of Education (GaDOE).  Duties include fostering a team work environment; clearly articulating the GaDOE vision, mission, and goals; assist in managing program development, division operations, and budget administration; overseeing the management of multiple contracts; interpreting, evaluating, and recommending changes, when appropriate, in current law, rules, policies, and practices that impact programs of responsibility; and clearly articulating policies/plans to local school systems, superintendents, education associations/organizations, legislators, the State Board of Education, and the public. 
Minimum Qualifications:
A Bachelor’s degree in education administration, public administration, public policy, educational measurement/research, psychology, political science, or a related field and five (5) years of experience in a full-time supervisory or administration role in public policy analysis and/or development; -OR- Nine (9) years of related experience and five (5) years of experience in a full-time supervisory or administration role in public policy analysis and/or development; -OR- five (5) years of experience at the GSM012 level Manager.
Note:  Excellent interpersonal, communication, and presentation skills are required.
Preferred Qualifications:
Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following:
• Current or recent education administration experience which includes demonstrable experience in education policies and laws
•  Doctorate degree in education administration, public administration, public policy, educational measurement/research, psychology, political science, or a related field
• Experience in analyzing and evaluating federal programs 
• Experience in designing and implementing quantitative and qualitative research studies
• Experience in conducting cost-benefit analyses
• Experience in education finance or policy analysis at the state or local school system level
• Knowledge of public administration principles and practices
• Knowledge of Georgia’s state government operations, including legislative and budgetary processes
• Knowledge of education agencies and programs in Georgia state government
• Knowledge of state and federal laws, issues and trends affecting education
• Skill in policy analysis
• Proficiency with Microsoft Office (Word, Excel, Access, and PowerPoint)
Salary/Benefits:
Pay Grade P – Annual Salary ranges from $66,822 (minimum) up to $116,937.80 (maximum).  *Hiring salary is from $66,822 up to $95,459 and is commensurate with current employment, relevant education/training and work experience and available funding.  Benefit options include life, disability, dental and health insurance, annual/sick leave, and Employees’ Retirement or Teachers’ Retirement.
