Description of Duties:Oversees a diverse range of support, operational, and programmatic activities for the Division of School Nutrition (SN). Recommends and implements policies and procedures. Provides leadership to subordinate managers and staff. Directs and oversees the effective management of the Georgia Department of Education’s (GaDOE) School Nutrition (SN) Division. • Develops, implements and executes the strategic goals and objectives of the School Nutrition division in accordance with the GADOE mission • Oversees all management, fiscal and oversight functions of the division, to ensure compliance with agency, state and federal policies and administrative requirements • Conducts and/or participates in the development, review, revision, interpretation, and/or implementation of state level policies, procedures, standards, and guidelines • Directs administrative activities of the division to include personnel management, schedules, planning, training and compliance to all applicable state and federal laws, regulations and policies. • Establish performance measures and communicate expectations to division staff; closely monitor progress in meeting division goals and key performance measures and develop and implement corrective action plans, as required • Coordinates interaction between and collaboration with internal and external department operating units, other programs and/or customers as appropriate • Appoints delegate(s) as needed to serve as direct liaisons with allied organizations, other government agencies, universities and various other entities working with the division • Serves as lead point of contact for School Nutrition issues on both internal GaDOE committees and task forces, as well as on external committees, industry groups, and other nutrition allied organizations, as needed or requested by senior management. • Makes presentations regarding division programs to interested/affected parties throughout the state as required/requested • Provides the Superintendent, the Chief Financial Officer and others as appropriate, with information on the status of all program initiatives and pertinent division issues • Works closely as needed with the Legal Affairs and General Counsel Division to draft appropriate changes in GADOE rules, regulation or policy and the development of Memorandums of Understanding as it relates to the School Nutrition division • Monitors and if needed, report to the GaDOE Legislative Liaison/Legal Counsel on information/data related to hearings of legislative committees during regular and special sessions for actions that may impact GaDOE School Nutrition • Performs needs assessments and quality assurance reviews to analyze program efficiency and effectiveness and to develop procedures for improvement or the revision of new policies and procedures • Provides consultative and technical assistance and responds to technical requests related to the duties of the division to businesses, other GADOE staff, related state agencies and organizations and oversees the status on each project assigned and/or developed and report performance of the division’s efforts
Minimum Qualifications:Bachelor's degree in a related field from an accredited college or university AND Six years of experience managing professional level staff OR Ten years of related professional experience AND Six years managing at the level equivalent to area of assignment OR Six years of experience required at the lower level Sr Mgr 2. Business Ops (GSM013) or position equivalent. Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
Preferred Qualifications:Master’s degree with an academic major in areas including food and nutrition, food service management, dietetics, family and consumer science, nutrition education, culinary arts, business, or a related field from an accredited college or university • Registered and Georgia Licensed Dietitian/Nutritionist • Valid School Nutrition Certificate from the Georgia Professional Standards Commission • School Nutrition Specialist (SNS) Credential • Work experience in the administration and management of School Nutrition Programs • Work experience in business management, marketing, resource allocation, business plan and/or strategic plan development • Work experience preparing and managing large operating budgets • Experience working directly with executive-level staff • Experience making presentations to various policy-makers and stakeholders • Experience working with the media • Management/supervisory experience • Required travel up to an overall average of 35%
Essential Job Functions: Ability to communicate clearly and effectively. Excellent presentation skills and the ability to successfully transfer knowledge by utilizing various accepted delivery methods. Fine motor skills are necessary for repetitive activities such as writing, making and receiving telephone calls and computer work. Some standing and walking is required. Ability to lift, carry, move and transport various training materials, boxes, carrying cases, conference displays and banners. Ability to drive a vehicle. Frequent statewide overnight travel is required, as well as out of state travel.
Salary/Benefits: Pay grade Q – Annual salary range $75,508.41 (minimum) - 107,869.16 (mid-point) - $132,139.72 (maximum). Hiring salary is commensurate with current employment, relevant education/training and work experience. Benefit options include life, disability, dental and health insurance, annual/sick leave, and Employees’ Retirement or Teachers’ Retirement.
