Junior Reserve Officers Training Corps (JROTC)
Securing a JROTC Program
JROTC offers the opportunity for high school students to be enrolled in a citizenship program that falls under the umbrella of the Career, Technical, and Agricultural Education Division at the Georgia Department of Education. JROTC courses may apply to satisfaction of the credit and concentration provisions of Technology/Career preparatory diploma requirements. Students may also pursue the College Preparatory Diploma or a Dual Seal Diploma while enrolled in JROTC programs. At present there are approximately 210 Army, Navy, Marine Corps, and Air Force JROTC units in Georgia. Law establishes JROTC units fairly and equitably across the United States. Georgia has over its share of available units, however, the services recommend applying regardless in case expansion of the program is accelerated. The following information should be helpful, if your school wishes to begin a unit:
- Survey the needs and support of the community.
- View information concerning JROTC at the websites listed in the contact information.
- Contact the JROTC office listed below for further information if necessary.
- Complete the JROTC application on-line or request the application from one or all of the services.
- Once the application is submitted, it will be placed on a waiting list. When tentatively selected to host a unit there will be an on-site visit to determine if it meets the requirements before it is granted final approval to start.
Some services require a minimum high school enrollment of 500 or more students. Projected enrollment must either be 100 cadets or 10% of the school’s enrollment. Schools must also provide the following:
- Facilities, including space allocations for instructors’ offices, classrooms, drill field, adequate and secure storage,
- Community support,
- Finances by local school/system,
- Telephones and internet connectivity,
- Computer maintenance, and
- Other requirements depending on the service.
The services will provide the following:
- Partial reimbursement to the local school/system of instructor salaries,
- Uniforms, textbooks, curriculum, and authorized equipment,
- A minimum of two (2) instructors (all instructors are retired military certified by each service. A list of qualified applicants is posted on the services’ websites).
- All curricula is written and approved by each service. JROTC curriculum incorporate Georgia’s QCC standards.

National Defense Cadet Corps (NDCC):
An NDCC program is a military training program that is 100% locally funded. At present, all NDCC programs are coordinated by the U.S. Army, the Air Force, or the Marine Corps JROTC headquarters. NDCC programs must follow all JROTC regulations and may transition into JROTC programs and receive shared federal funding when federal program allocations permit. In order to obtain an NDCC program a school may apply through the application process located at the JROTC websites listed above.
