FY09 - Increasing Student Achievement with Digital Resources

Summary

The Instructional Technology Division of the Georgia Department of Education announces the FY09 Title II-D Competitive Grant.

According to ESEA legislation and US-ED Program Guidance, the primary goal of this program is to improve student academic achievement through the use of technology. In Georgia, the FY09 Title IID Competitive Grant will specifically address a statewide need to increase student academic achievement in mathematics grades 6 – 9 and to meet the needs of the 21st Century learner as identified by The Partnership for 21st Century Skills. Mathematics teachers and students in the competitive grant will use technology tools and digital learning resources that enable formative assessment to inform differentiation of both teaching and learning, resulting in increased student achievement in 6th, 7th, 8th and 9th grades. The FY09 grant will encourage the effective integration of technology tools and digital resources through professional learning and GPS mathematics curriculum development to promote research-based instructional methods that can be replicated.

Eligibility

A list of eligible schools and LEAs is linked below in the FY09 Eligibility List. Title II, Part D legislation requires that funds be awarded equitably across rural and urban districts according to the demonstrated need of those local educational agencies serving the areas. In addition, No Child Left Behind (NCLB) mandates that the GaDOE set eligibility criteria for the Title IID competitive grants to ensure that LEAs applying for funds are among those with the “highest needs” in the state. GaDOE’s criteria for determining “high need” eligibility for the FY09 competition are as follows:

An LEA shall be considered “high need” if:

The percentage of children in poverty residing in the LEA’s service area is above the state average of 17.80% according to the 2005 US Census poverty data provided to GaDOE Title I programs, US-ED poverty data. See web link: http://tinyurl.com/GA2005

-AND-

The LEA has one or more schools identified as being in Needs Improvement (NI) Consequence Level One or higher according to the 2008 AYP School Summary Report.

-OR-

The ratio of students to computers in the LEA’s service area is above the state average of 3.04 students to computers according to the 2007-2008 State Technology Inventory Survey.

NOTE

In order to be eligible for the FY09 Title IID competitive grant, LEAs must identify one “high need” middle OR high school from the FY09 Eligibility List (Appendix A), AND identify a middle school and high school that has a vertical alignment in the mathematics grade feeder pattern so that the identified middle school has the greatest number of 8th grade students that feed into the 9th grade math classes in the identified high school. The FY09 grant application will be submitted on behalf of both schools and all members of the leadership team must be involved in the writing of the application.
