Are there any resources offered by the Title V, Part B Rural Education and Achievement Program (REAP) program that can be helpful for local educational agencies (LEAs) to consider during the COVID-19 crisis? | · Title V, Part B is very flexible in that it allows districts to use funds for other activities authorized under other formula grant programs. SEC. 5222. [20 U.S.C. 7351a] USES OF FUNDS states that Title V, Part B funds can be used to extend and enhance any allowable activity under Title I, Part A; Title II, Part A; Title III; Title IV, Part A; and Parent Involvement. · The activities must address a local identified and documented need and may not supplant local, state or other federal funds. LEAs may want to take advantage of transferability that could assist in creating a larger pool of money with greater flexibility of the use of funds. · Title II, Part A and Title IV, Part A may be transferred to Title V, Part B and once transferred, all funds become Title V, Part B funds. Are there any uses of funds under the Title V, Part B Rural Education and Achievement Program (REAP) program that can be helpful for local educational agencies (LEAs) to consider during the COVID-19 crisis? | See question #1 in this section. LEAs should consider submitting a budget amendment to budget funds for activities or needs that could be implemented if it will be impossible to implement the ones currently in the LEA budget. Ensure that needs are documented in the CLIP or School Improvement Plan. |
