Description of Duties:
Under limited supervision, provides leadership and support for data collection, data analysis, and evaluation of the Teacher and Leader Keys Effectiveness Systems (Georgia's teacher and leader evaluation tools) as part of Georgia's Race to the Top grant program. Duties include supporting the planning and development of data collection tools, evaluation plans, data analysis strategies, and communication plans for data analysis and evaluation results.  This position may also support communication and implementation for the Teacher and Leader Keys Effectiveness Systems by providing data analyses and evaluation reports that explain, interpret, and synthesize program evaluation data (process and performance) in a manner that will support Georgia Department of Education leaders in making decisions about the development and implementation of Teacher and Leader Effectiveness initiatives.  This position will report to the Program Manager for Evaluation, Data, and Documentation and is time-limited, funded through the federal Race to the Top grant. Travel is required. 
Note: A successful candidate will have demonstrated previous success in analyzing and synthesizing data using multiple analysis tools.  Specifically, the successful candidate should be proficient in using SPSS, Excel, and other statistical software packages.  The successful candidate will also have demonstrated expertise in designing, writing, and providing accurate, succinct, and effective data reports.  In addition, a successful candidate will have a demonstrated the ability to build capacity in colleagues, to think analytically, to troubleshoot implementation processes and data, and to assist in designing, developing and implementing appropriate solutions.
Minimum Qualifications:
Master’s degree in education, education administration, policy or a related field and three years of full-time professional experience which included conducting program evaluations, managing/coordinating data collection and data analysis, and/or conducting comprehensive research and preparing reports at the school, school system, Regional Educational Service Agency (RESA), federal agency, state education agency, or other state agency level.  Must have experience working with data analysis and interpretation using a variety of software solutions (Excel, SPSS, etc.) and experience in program or initiative evaluation of major school or agency initiatives. 
Preferred Qualifications:
Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following:
• Georgia Professional Standards Commission professional certification    
• Experience with Teacher and Leader Keys Evaluation Systems, GAPSS, School Keys, CLASS Keys, and/or Leader Keys
• Highly effective interpersonal, group, verbal and written communication skills 
• Strong knowledge base of best practices in educational statistical analysis and reporting
• Experience in data analysis and the organization and implementation of major educational or public agency initiatives
• Experience in SPSS data analysis software    
• Strong work ethic, self-directed, and self-motivated   
• The ability to manage multiple, overlapping high priority tasks in a fast paced environment
• Knowledge of state and federal guidelines, including the Elementary and Secondary Education Act
• Demonstrated success in team building and the continuous improvement processes
Pay grade 17 – Annual salary range $43,063.23 (minimum) to $75,523.31 (maximum) commensurate with current employment and relevant education/training and work experience, and available funding. Benefit options include life, disability, dental and health insurance, annual/sick leave, and Employees’ Retirement or Teachers’ Retirement.
