Job Title:Accounting Manager 1 (Accounts Payable)

Description of Duties:
Under limited supervision, monitors agencies state and federal accounts payable balances and manages payments.   According to General Accepted Accounting Principles (GAAP), performs professional accounting duties which include, but are not limited to, supervising a limited number of professional and technical accounting subordinates; managing the recording, maintenance, reporting and control of agency accounts payable and payroll; recommending and implementing departmental accounting policies and procedures in accordance with statutory and professionally accepted standards; interacting with agency administrators and staff, professional accountants, auditors, vendors and financial institution officials on accounting and fiscal related matters; and monitoring and evaluating accounting trends and innovations which may impact the practices of the accounting program.
Minimum Qualifications:
Completion of a bachelor's degree with a major in a business curriculum which included the successful completion of the introductory accounting sequence and the intermediate accounting sequence (note: the introductory accounting sequence is normally completed in ten (10) quarter hours or six (6) semester hours; the intermediate accounting sequence is normally completed in fifteen (15) quarter hours or six (6) semester hours.) and four years of professional accounting experience, which included one (1) year in a supervisory or lead worker (of professional accountants or auditors) role, and which included experience in budget management and interpreting and creating spreadsheets.  Note: Graduate coursework in accounting may be substituted for up to a maximum of one year of the non-supervisory experience (5 quarter hours = 2 months).
Preferred Qualifications:
Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following:
• Master’s degree in accounting, business administration or related field
• Experience in governmental Accounts Payable and Payroll functions
• Experience filing monthly Payroll Reports (including TRS, ERS, and SHBP)
• Experience with quarterly 941 reporting and yearly W-2 reports
• Experience with Accounts Payable Reconciliations (AP, Salaries, Travel, etc.)
• Experience working with electronic data processing applications
• Strong computer skills including proficiency in Microsoft Office (Excel, Word, Access, and PowerPoint)
• Experience utilizing PeopleSoft Accounting modules or a governmental accounting application 
Salary/Benefits:
Pay grade 17 – Annual salary range $43,063.23 (minimum) to $75,523.31 (maximum).  Hiring salary is commensurate with current employment and relevant education/training and work experience and available funding.  Benefit options include life, disability, dental and health insurance, annual/sick leave, and Employees’ Retirement or Teachers’ Retirement.
