Description of Duties:
Under limited supervision, manages and supervises staff and projects for new and existing finance, portal, and web development applications.  Duties include, but are not limited to, planning, managing, and monitoring multiple information systems projects, schedules, and staff for technical project development, maintenance, or enhancement;  developing problem management procedures, maintaining appropriate documentation, and analyzing results for improved services;  directing the specifications, configuration, implementation and maintenance of assigned applications; supervising team(s) of developers while maintaining and improving the quality of each individual’s performance through guidance, training, and ongoing communication; analyzing information technology needs and problems for assigned programs and applications to determine the most efficient and effective solutions; and maintaining a consistent, high-quality, customer-focused orientation when conducting business and providing services or products to both internal and external customers.
Minimum Qualifications:
Completion of a Bachelor’s Degree in business administration, computer science or information science/technology or a related field from an accredited college or university and four (4) years of experience within information technology of an increasingly responsible nature which involved planning, organizing, and evaluating high-level systems or large-scale and critical information technology projects from conception to implementation;
  OR
Completion of an Associate’s Degree in business administration, computer science or information science/technology from an accredited college or university or a diploma or certificate program in a technology related field from a technical institute and  six (6) years of experience within information technology of an increasingly responsible nature which involved planning, organizing, coordinating, and evaluating high level systems or large scale and critical information  technology projects from conception to implementation;
  OR
Eight (8) years of information technology work experience of an increasingly responsible nature which involved planning, organizing, coordinating, and evaluating high-level systems or large-scale and critical information technology projects from conception to implementation may substitute for educational requirements on a year for year basis.
Note: For each of the above options, applicants must also have experience in at least one of the following areas: project/team leader experience over technical staff; project/team leader or managerial experience directly related to the information technology area of assignment; making complex/independent decisions and providing input concerning these type of decisions.
Preferred Qualifications:
Preference will be given to applicants who, in addition to meeting the minimum qualifications  possess one or more years of experience in one or more of the following: 
• Project management certification 
• Documented successful experience in project management for public sector information technology projects   
• Working with customers and technical staff to gather requirements, document business cases, define scope and objectives to design systems that meet the overall business needs
• Development experience using one of more of the following C#, ASP.Net, T-SQL, PL/SQL, PHP, JAVA, HTML, JavaScript
• Experience with one or more of the following tools/solutions: SQL Server 2005, 2008, 2010, Oracle, .Net Framework, SSAS, SSIS, Identity Management solutions
• Experience with quality assurance, test driven development, and unit testing
• Review, analyze and document business systems and user requirements producing deliverables such as use cases, user stories, UI mockups, workflow process diagrams, data flow / data model diagrams
• Strong communication, presentation, JAD and meeting skills
• Experience with MS Visio, Project, Excel, Word, PowerPoint
Salary/Benefits:
Pay Grade 20 – Annual salary range $57,289.84 (minimum) to $100,124.90 (maximum).  Hiring salary is commensurate with current employment and relevant education/training and work experience and available funding.  Benefit options include life, disability, dental and health insurance, annual/sick leave, and Employees’ Retirement or Teachers’ Retirement. Hiring salary dependent on current employment, training and experience.
