Title I or Title III Supplemental Language Services

Previously stated in both Title I and Title III under the Elementary and Secondary Education Act (ESEA), the overarching parent and family engagement law regarding notices to parents of English Learners (ELs) receiving supplemental language services is now solely under Title I, Part A, Section 1112(e)(3)(A) in the Every Student Succeeds Act (ESSA). Local educational agencies (LEAs) are required to notify, in an understandable language and format, parents of ELs who have been selected to participate in the LEA’s Title III or Title I supplemental English language services. This notice also permits the parent to waive participation in the Title-funded services.

Below are templates in English and other languages as resources for LEAs to use starting with the 2017-2018 school year in notifying parents of participating ELs of their child's selection for participation in a federally-funded English language service, supplemental to the state-funded English to Speakers of Other Languages (ESOL) language program. Click on each link to download the specified template.​ The Georgia Department of Education recommends that district Title I and ESOL staff collaborate to comply with federal requirements.​​ Please refer to the FAQ above for additional information.
