Emergency Assistance to Non-Public Schools Program (EANS)

The purpose of the Emergency Assistance to Non-Public Schools (EANS) program is to provide service or assistance to eligible non-public schools to address educational disruptions caused by COVID-19.

    • Reserved from GEER III, under the American Rescue Plan Act (ARPA), signed March 11, 2021
  • Ending: 9/30/2023, Tyding (Carryover) Period: 9/30/2024
      • May only serve non-public schools that enroll a significant percentage of students from low-income families 2019-2020 (20% or higher) and most impacted by COVID19 (Pre-K, K3, and K4 students should not be included​​)

  • Reimbursement is NOT an Allowable Activity
  • Georgia's EANS II-ARPA award allocation is $75,408,050.
  • GaDOE shall approve or deny applications within 30 days of receipt

Non-public schools will not receive a grant award or allocation for EANS II-ARPA funds. Non-public schools will receive allowable service or assistance provided by the Georgia Department of Education (GaDOE) as approved through the school’s application, to the extent resources are available and subject to prioritizing schools based on their enrollment of low-income students and the severity of the impact of COVID-19 on the school. EANS II Eligibility and Application​

EANS II Eligibility

  • Is non-profit

  • Is accredited, licensed, or otherwise operates in accordance with State law 

  • Was in existence prior to March 13, 2020, the date COVID-19 was declared a national emergency

  • Students from Low Income Families 2019-2020 Data (20% or higher)- Poverty source that does not exceed 185 percent of the 2020 Federal poverty level: (1) Data on student eligibility for free or reduced-price lunch; (2) Data from the E-Rate program administered by the Federal Communications Commission; (3) Data from a different source, such as scholarship or financial assistance data; or (4) Data from a survey developed by the SEA. (USED FAQ, H.7) (Note: Proportionality is unallowable under EANS)​

  • Did not, and will not, apply for and receive a loan under the Small Business Administration's Paycheck Protection Program (PPP) (15 U.S.C. 636(a)(37)) that is made on or after December 27, 2020. ​
