Charter Systems


Charter System Information​

In 2007, the Georgia General Assembly approved legislation establishing the charter systems.

A Charter System is a local school district that operates under the terms of a charter between the State Board of Education and the local school district in accordance with State Code O.C.G.A. §20-2-2063.2.  A Charter System is granted broader flexibility from certain state rules and regulations in exchange for greater accountability.  An emphasis is placed on school-based leadership, and decision-making, which fosters innovation to improve student achievement.  To date, there are 48 charter systems in Georgia.  Every year, the GaDOE District Flexibility and Charter Schools Division conducts an Annual Report process for charter systems and compiles and conveys this information to the General Assembly on behalf of the State Board of Education in accordance with State Code § 20-02-2070. ​

Charter System Application​

​​The following documents are required for renewing a charter system contract:

Submitted 6 months before anticipated renewal date:

Submitted at least two months before anticipated renewal date

    • 2020-2021 Charter System Renewal Application (downloadable here)

    • Assurance Form (included in the Renewal Application; must be completed and submitted with application)
    • Local Board Resolution (included in the Renewal Application; must be completed, approved by local board of education, and submitted with the Renewal Application)
    • Accountability Report (downloadable here)
    • Roles and Responsibilities Chart for Partners (only required if a College and Career Academy is within the charter system contract) (downloadable here)
    • College and Career Academy Certification (only required if a College and Career Academy is within the charter system contract. The Certification must be obtained from the Technical College System of Georgia)

A completed letter of intent to renew should be submitted to Allen Mueller (amueller@doe.k12.ga.us​) at least six months before the planned renewal date.

Please submit all above documents, completed, via email to Allen Mueller, Director of District Flexibility and Charter Schools Division (amueller@doe.k12.ga.us).  Allow up to 60 days for processing.

After completed renewal documents have been received, the department will schedule a renewal interview with Charter Advisory Committee members, GaDOE staff, and system representatives. Information about this interview will be shared at the time of scheduling, or can be obtained from Allen Mueller (amueller@doe.k12.ga.us).​​
