According to the USED Office for Civil Rights Dear Colleague Letter guidance and ESEA/ESSA Title III, Part A Sections 3111(b)(2)(A) and 3113(b)(2), all school districts must provide parents of English learner (EL) students notices, within thirty days from the beginning of the school year, in a language and format they understand, regarding their child's EL identification and placement in a language instruction educational program. If the child enrolls after the beginning of the year, this notification must be sent to parents within two weeks of the child's placement in a language instruction educational program, called ESOL, in Georgia.
For your convenience, the state has provided an English Parent Notification Letter (in a WORD document) and its translation in 16 of the most common languages in schools in Georgia. Please insert your school district or charter school name in place of the yellow highlighted header, but do not alter the body of the letter, as it contains important information required by OCR to be given to parents of English learners. All information on the letter must be completed. The translation may be printed on the back of the English letter. If the school needs a translation that is not found on this list, it is the school's legal responsibility to use local funding sources to obtain the translation. This notification may be orally interpreted for parents who prefer that format. Please maintain, in the student's permanent record, a copy of the parent notification that was sent home and, when necessary, documentation of oral interpretation with the interpreter's signature and date.
